RDC approves change orders, trail disposal fees, leases and lease terminations in unanimous roll-call votes (multiple resolutions)

The RDC also approved an addendum for disposal fees related to the Beeline Trail multiuse path (Resolution 25-107), a lease with Visit Bloomington for Fourth Street Garage commercial office space (Resolution 25-108), and four parallel amendments to CARES Act CDBG awards that extend recipients’ expenditure deadlines through HUD’s September 2026 cutoff (Resolutions 25-109 through 25-112). The RDC granted a right-of-entry and related agreement for temporary storage in the Convention Center parking lot for Weddell Brothers (Resolution 25-113, approved as amended), and approved key provisions of lease terminations with Merrill Lynch (Resolution 25-114) and Bloomington Health Foundation (Resolution 25-115).
Most roll-call votes were unanimous. The package of CDBG deadline-extension resolutions (25-109 through 25-112) passed with one abstention recorded. Resolution 25-115 — the Bloomington Health Foundation lease termination and moving allowance — passed with one abstention (recorded in the minutes). Other routine items on the agenda — approval of minutes (Aug. 18), claims register (Aug. 29) and payroll register (Aug. 22) — were approved by unanimous roll call.
Why it matters: the approvals advance construction and remediation work at Hopewell West, move forward a multiuse path segment, finalize downtown lease arrangements intended to support Visit Bloomington and reduce leasing friction for departing commercial tenants, and extend federal CDBG spending deadlines for several recipients.
