The resolution was moved by Councilmember Steve Trostclair and seconded by Councilmember Carl Harding and passed on a recorded vote, 8–0.
Why it matters: Committee members said splitting budget amendments will allow more deliberate review of each change at committee and at public hearing. Parish staff warned the change would substantially increase the time needed to prepare full ordinance packages — including executive summaries, ordinance drafts and backup materials — and could strain agenda publication deadlines. The parish clerk and staff noted state/publication rules must be followed.
Committee discussion centered on operational tradeoffs. Staff said meeting the existing Thursday‑10 a.m. agenda deadline could be difficult if multiple requests arrive late; council members suggested limited discretion for staff to consolidate last‑minute items with advance notice from the budget chair. Councilmembers also noted the option to amend adoption packages at a Monday public hearing when ordinances are introduced.
The resolution includes no immediate change to publication deadlines; staff and the clerk were asked to assess whether the agenda process can accommodate the operational burden and to report back.
Vote: 8–0. The committee recorded that the change may be revisited if it proves impractical.
