Boulder authority approves Roots Music Project expansion of liquor service area

The Boulder Beverage Licensing Authority voted to approve a permanent modification to the entertainment-type liquor license for Roots Music Project Foundation Inc., allowing the nonprofit to expand liquor service and storage into adjacent leased space at 4747 Pearl Street.

Veronica Vecchio, attorney for Roots Music Project, and Matt Cottle, director of operations, described the application and operations. Cottle said the organization uses in-person alcohol beverage training (ABT) for staff, checks government-issued IDs at entry and by bartenders, uses wristbands to distinguish under-21 and over-21 patrons and maintains camera coverage of entrances and the bar area. "We do have some redundancy there," Cottle said about ID checks, noting staff training and door procedures.

Laura Lunn of Alcohol Petitioning Services presented the neighborhood survey results, stating the circulators gathered signatures July 24 and July 31. The survey returned 84 resident signatures and 60 business signatures in favor, with one business opposed; the consultant summarized that 98.8% of signatures were in favor.

During deliberation, members said the application appeared in order and expressed no concerns about the plan, training or operations. The authority recorded a 3-0 vote in favor: Member Roberts, Member Barnes and Member Carr each voted aye.

The authority's approval expands the license area from the V3A space into the adjacent V3C lease and allows additional storage on-site. No conditions beyond the city's standard licensing requirements were announced at the hearing. The modification was presented and approved at the Aug. 20 hearing.
