San Antonio council continues several zoning items, approves rezoning and conditional uses including Heart Line Drive oversized-vehicle use and UTSA-area wareh

The San Antonio City Council on Thursday, Aug. 21, continued multiple zoning items to later meetings and approved a series of land‑use and rezoning requests, including a conditional use allowing oversized-vehicle service and storage at 422 Heart Line Drive and a warehouse use near the UTSA area.

The council’s zoning and land use session opened at 3:40 p.m. Mayor Ortiz Jones presided. Members voted to continue a number of items to specific future dates and then considered several items individually. Public commenters raised opposition to some proposals, particularly from nearby residents.

Council action and major approvals came with conditions in most cases. For the San Antonio International Airport vicinity land use amendment and conditional use request for oversized-vehicle service and storage at 422 Heart Line Drive (agenda items 11 and 12), the council approved the application as amended after the applicant submitted a revised site plan and documentation of neighbor support. Staff had recommended denial and the planning and zoning commission had recommended approval. Members noted the applicant offered concessions for neighbors; the motion to approve as amended carried.

The council also approved amendments to the UTSA area regional center plan and a conditional zoning for a warehouse at 6131 Days of Allah Road (agenda items 29 and 30) with conditions including limited vehicular access, a 25-foot buffer along property lines adjoining single-family uses, hours of operation from 8 a.m. to 6 p.m., downward-facing lighting, a six-foot fence on rear property lines and no outside amplification. Public comment included remarks from Jack M. Finger, who repeatedly urged the council to reject or delay proposals he said would harm residential neighborhoods. On the Heart Line Drive proposal Finger said the oversized-vehicle use would be inappropriate on a small residential street: "this is on a tiny residential street... and they see the problems of it congesting that street with no buffers for the residents." Julian Cruz, another commenter on a separate cemetery‑related item continued to a later date, said there were "only like maybe 8 families total" within the 200-foot notice area who opposed that proposed cemetery.
