Mayor Richard Hickman signed a proclamation at the Sept. 2 Angola Common Council meeting declaring that the street currently known as Innovative Way shall "henceforth be named Richard Hickman Way." The mayor said the proclamation recognizes an individual's decades of service to the city and invoked a local tradition of naming streets for people who made "positive, lasting, great contributions" to the community.
The proclamation directed the street department to update signage within 30 days of planning commission confirmation, instructed city planning and engineering to notify relevant government agencies and the postal service to maintain delivery continuity, and directed the city clerk/treasurer to amend municipal ordinances as appropriate. In the proclamation the mayor said the action was taken "pursuant to the powers vested in the office of the mayor and with the concurrence of the Angola Plan[n]ing Commission."
The proclamation document read at the meeting was dated September 2025 and the mayor presented a sign to the honoree in the meeting chamber. Council members and guests in the audience acknowledged the presentation; no council vote was recorded in the transcript because the action was presented as a mayoral proclamation and ceremonial recognition.
