Price City approves letter supporting Carbon County Ambulance relicensure

Justin Needles, speaking for Carbon County Ambulance Service, told the council the service is “a 24/7 service, 365 a year,” and described staffing and call patterns that he said justify continued coverage and county support.
Needles said Carbon County Ambulance had 1,516 911 response calls in 2024 and 352 interfacility transports. He said in 2024 the service’s operating expenses totaled $1,707,393.79 and billed revenue was $1,637,426.93, leaving a shortfall the meeting record shows as $69,966.86. Needles also reported that 70% of the service’s runs in 2024 were within Price City and that an average per-call cost figure given in the presentation was about $915 per call.
The council moved to approve a letter of support to accompany Carbon County Ambulance’s relicensure submission and to reflect the city’s buy-in required under recent state law changes. Council Member Willis made the motion; Council Member Jesperson seconded. The chair called for a voice vote; members responded “aye” and the motion carried.
The presentation also noted that Carbon County has an open request for proposals (RFP) for ambulance services and that the city may submit its own proposal. Needles said the service operates one ambulance at all times with a second crew available for overlapping calls and that the service provides monthly training and “mega code” proficiency sessions for staff.
No members of the public spoke on the item at the council meeting record for this agenda item. The council did not record a roll-call tally of individual votes on the record for this motion; the motion was approved by voice vote.
The council’s approval was limited to signing and transmitting the letter of support; the meeting record does not show additional commitments of funding or other contractual obligations from Price City related to the relicensure.
