Board approves ARPA reallocation to cover emergency Tammy Drive culvert repair

Lake County commissioners approved a reallocation of American Rescue Plan Act (ARPA) funds on Sept. 23 to reimburse local stormwater accounts for emergency repairs to a failing culvert under Tammy Drive in the Venetian Village neighborhood.
Sean Bodey, grants program manager for Parks and Water Resources, explained the background: money originally earmarked for a Montverde water main had been reallocated in May; when a culvert or equalizer pipe under Tammy Drive began to fail the county used stormwater funds to address an urgent public-safety problem at a cost of $280,595. Bodey said staff recommended reimbursing the stormwater fund by moving ARPA utility funds into the project budget, leaving an estimated water-service balance of $1,276,713 for the original utility portion.
Bodey also told the board that staff recommended adding an accompanying sanitary sewer line to the scope of work while construction is underway. He noted that culvert replacement qualifies under the ARPA infrastructure expenditure category and that because the ARPA obligation deadline has passed excess funds can be reclassified to other qualifying infrastructure work.
A commissioner moved to approve the reallocation; the board adopted the recommendation unanimously. The chair called the vote and the clerk recorded the motion as passing 5–0.
What’s next: Public Works will proceed with the Tammy Drive repair and include the sanitary sewer work as approved. The stormwater fund will be reimbursed from ARPA utility funds as directed by the board.
