Evansville MPO reports FY2025 UPWP completion; $1.5 million expended, balance tied to vehicle recall

Carrie, an MPO staff member, presented the fiscal year 2025 Unified Planning Work Program (UPWP) completion report, which covers the period July 1, 2024, to June 30, 2025, and was submitted to state agencies and the Federal Highway Administration as required.
The report lists each work element’s purpose, completed products and funds expended. Carrie highlighted performance measures and outputs: the MPO website saw a 220% increase in page views, totaling about 21,000; the MPO Facebook page gained 41 followers; staff completed 506 traffic counts, 11 turning‑movement counts and 421 pavement/road inventory maintenance actions. The MPO also processed 13 TIP amendments, 54 TIP modifications, reviewed one traffic impact study, three right‑of‑way vacations, 45 rezoning petitions, 35 subdivision plans and 28 sidewalk‑waiver requests.
Financial summary The report shows a budget of $1,580,600 and expenditures of $1,499,349, leaving a balance of $81,251. Carrie said part of that balance stems from a vehicle that was recalled to Evansville Arc and therefore not yet delivered; because the expense is reimbursable through the Federal Transit Administration, the MPO does not submit for reimbursement until the vehicle is delivered, accepted and paid for. The presenter said the vehicle total was approximately $59,107 but noted the figure as an estimate.
Carrie also noted line‑item details: $3,009.58 identified as Indiana STBG funds and $2,004.20 related to state road counts performed under contract. The MPO signed new software this month that staff said will use at least part of the remaining balance.
Availability Carrie said the full completion report is posted on the MPO website under Publications > Operations (UPWP completion report: performance and expenditures). No formal committee vote was taken on the report; the document was submitted to required state and federal agencies.
