The Anna City Council unanimously approved a cluster of actions on Sept. 23 to allow a medical-office complex anchored by a skilled nursing facility at the southeast corner of West Foster Crossing Road and South Powell Parkway.
Planning manager Lauren Mecke presented four related items together: a pre‑annexation development agreement with Foursquare Health Ltd., a municipal services agreement, annexation of roughly 14.1 acres and zoning for about 15.2 acres. The development site is identified as employment-mix in the city's comprehensive plan, Mecke said, and the Planning and Zoning Commission recommended approval.
Why it matters: The project brings medical uses and a skilled nursing facility to a growing corridor the council described as a gateway into Anna. Council members said the development could create clinical and career pathways for local students and reduce the need for residents to travel to other cities for post-acute care.
Developer and project representatives answered council questions about design, access and infrastructure. Ashley Johnson, the project's civil engineer, said the skilled nursing building is a low‑profile, one‑story masonry building with amenity areas and that Highland Road would be widened as part of the development; South Powell Parkway (a TxDOT roadway) is on the city's thoroughfare plan and may be upgraded as parcels develop. Shane Lewis, a principal of the applicant, said the operator would be owner‑user of the property and that the land contract closing was contingent on the approvals the council was considering; he told the council the developer expects to close within days and begin site work promptly.
Infrastructure questions raised by council included sewer service and road upgrades. Public Works staff said the project will require sewer extensions and a combination of lift station and gravity force main to reach existing collection points; staff said they will work with the developer on the lift‑station design and on aesthetic screening.
Actions and outcomes: the council voted unanimously to approve: - Resolution approving a pre‑annexation development agreement (agenda item 7a). - A municipal services agreement required by state law before annexation (agenda item 7b). - Ordinance approving annexation of approximately 14.1 acres (agenda item 7c). - Ordinance zoning approximately 15.2 acres to a restricted C‑1 district appropriate for medical office and skilled nursing uses (agenda item 7d).
Council discussion emphasized a desire to coordinate road improvements so adjacent segments are upgraded together, to maintain masonry and high‑quality design standards in the development standards contained in the development agreement, and to explore workforce and internship opportunities with Collin College and local high school CTE programs.
