Board sets hearings for Wixson Automotive rezoning; weighs parking variance for memory-care facility

On Aug. 28, the Rankin County Board of Supervisors set public hearings and reviewed multiple land-use requests, including a rezoning and conditional-use permit application for Wixson Automotive at 1768 Highway 471 and a variance request to reduce parking at a proposed memory-care assisted living facility on Grama Ferry Road.
The requests are part of the board’s “new considerations” agenda and were presented by community-development staff member Ryan. The board voted to set hearings for the Wixson Automotive rezoning and conditional-use permit for Sept. 2, and to set hearings for the Kimberly Shirley conditional-use application and the Chloe Killman / Nick Blanchard parking-variance request for Sept. 15.
Ryan told the board that Wixson Automotive is seeking to rezone a roughly 1-acre parcel from R-81 to C-2 at 1768 Highway 471 and, if rezoned, to obtain a conditional-use permit to allow a C-3 use on the C-2 property. Ryan said the business was established before the county adopted zoning rules and is a “legal nonconforming use.” The applicants propose replacing older buildings with a new structure and installing a screened gravel lot behind the building to store vehicles awaiting repair. Brad moved to set the rezoning and CUP for hearing on Sept. 2; Steve seconded the motion and the board voted to approve the scheduling.
Also set for a Sept. 15 hearing was an application from Kimberly Shirley to place a 3,800-square-foot metal building home at 1209 Barker Road. Ryan said the parcel is 16.08 acres and currently zoned RE-1; the applicant submitted elevations showing pewter-colored siding, dark-gray trim and a galvanized roof.
The board also reviewed a variance filed by Chloe Killman and Nick Blanchard for a proposed memory-care assisted living development on Grama Ferry Road. The site is a 4.57-acre parcel zoned P-1. Under current zoning, the project would require approximately 32 parking spaces; the applicants requested permission to provide 12 spaces per structure, arguing most future residents would not be able to drive. Ryan summarized the applicant’s position: “the residents of the post memory care assisted living facility ... will not be driving.” County staff noted the development is planned as a three-phase project and estimated about four to five employees per building. The board asked about emergency access and whether fire officials had reviewed the plans; Ryan said Reservoir Fire had reviewed the plans and was present for questions. The board set the variance and Shirley’s CUP for the Sept. 15 public hearing; Brad moved to set the items and Steve seconded.
All three items will return to the board for public hearings and a formal decision on the rezoning, conditional-use permits and variance requests. The board did not take final votes on the land-use applications on Aug. 28; it only scheduled the public hearings to consider those actions.
Meeting documents shown to the board included aerial photos, elevations and site layouts for the proposals. The board’s next steps are to hold the public hearings on the dates set and then consider approvals or denials after public comment and staff recommendations.
