County staff report third-floor move-in, rooftop unit control-board order and ongoing water-billing review

County department heads reported on building operations on July 23, saying limited moves to the renovated third floor will begin once punch-list items are finished, that contractors have ordered a replacement control board for a rooftop HVAC unit, and that the county is reviewing unexplained water-billing charges.
A department head said staff and contractors walked the third floor and found items to address before a full move-in; contractors (Reno Brothers and CertaPro) were working on outstanding items and planned to wrap up work that day. “They are both contractors are there today, and they’re telling me they will have things wrapped up today,” the department head said.
On HVAC, county staff said Carrier Services and Reno Brothers concluded a unit’s main control board was not recording issues and that replacement of the control board has been ordered and should arrive this week. Staff reported Carrier and the contractor were confident replacing that main control board would resolve the rooftop unit’s problems, and that if it did not, they would replace the entire unit.
Officials also said they met with the water authority to investigate unusually high water bills affecting multiple county facilities, including the ice arena, the Four Seasons complex and a hydroponic nursery area. The staff member said no leaks have been found so far and the water authority is following up with its own review.
No formal board action was taken; staff said they will continue to coordinate with contractors and the water authority and will report back on any remaining punch-list items or further repairs.
