Fairfax City describes outfall restoration, flood modeling and a $1 million urban-forest grant

City of Fairfax public works and climate staff outlined ongoing stormwater and urban-forest work that the city says will reduce pollution and increase resilience to more frequent, intense storms.
Public Works Program Manager Satoshi Ito explained that all watersheds in Fairfax City drain to the Chesapeake Bay and that the Chesapeake Bay Preservation Act and the city's Municipal Stormwater Permit require jurisdictions in the Bay watershed to reduce discharges of sediment, nitrogen and phosphorus. Ito described a planned outfall channel restoration and a simultaneous sanitary sewer encasement project intended to reduce erosion and prevent sewage discharges if a sewer line were damaged.
Ito said outfall modifications reduce erosion, lowering sediment and pollutant loads downstream, and that credits toward Chesapeake Bay pollutant-reduction goals are calculated by the pounds per year of pollutants prevented; "every pound is one credit," he said. He also noted that outfall and stream-restoration projects require some tree and brush removal followed by a landscaping plan to replant disturbed areas.
City climate and energy staff described a new flood model being developed to inform planning and said the city is pursuing resilience measures for more frequent extreme-weather events. The presentation noted that transportation and drainage infrastructure were designed to past standards and that more intense precipitation and urbanization have increased flooding risk.
Separately, the city described an urban-forest effort called Sprout. Staff said Fairfax City hired its first urban forester in 2022 and that a year later the city received a $1,000,000 grant to launch Sprout. The presentation listed outcomes the city reported for the program: about 130 trees planted, 449 volunteer hours logged and 157 trees given to residents, and reaffirmed Fairfax City’s 38-year Tree City USA status.
City staff emphasized that combining projects — for example, protecting a sanitary sewer line while repairing nearby outfalls — can reduce total disturbance and environmental impacts. They urged residents to be mindful of storm drains because stormwater runoff flows untreated to nearby streams and ultimately to the Bay.
City staff said these projects are part of the permit and planning work needed to meet pollutant-reduction requirements and to place the city in a stronger position for regional planning and grant applications.
