Kenosha County committee adopts resolution recognizing Hispanic Heritage Month, 6-1

The Kenosha County Legislative Committee voted 6-1 on Sept. 16 to adopt a resolution recognizing Sept. 15 through Oct. 15 as Hispanic Heritage Month.

The resolution was introduced by Supervisor Garcia, who said, "this is resolution, recognizing September 15 yesterday through October 15 as Hispanic Heritage Month." Supervisor Gautam added, "Just wanna thank our fellow colleague, Art Garcia, for recruiting me in this resolution," and noted that several Latin American countries mark independence days during the same period.

Committee members debated the value of proclamations. A supervisor questioned whether such proclamations produce tangible benefits or jobs in the community and asked members to consider the message the county sends with these recognitions. Supporters replied that proclamations and local festivals acknowledge the county's cultural diversity and community traditions.

The committee recorded roll-call votes during the meeting. Vice Chair Gashman (recorded in the transcript as "Vice chair Gashman") voted yes; Supervisor Nammis voted yes; Supervisor Garcia voted yes; Supervisor Kirby voted yes; Supervisor Norder voted yes; Supervisor Stocker voted no. The motion passed, 6-1.

The committee did not attach funding or implementation directives to the resolution; it functions as a formal recognition by the county. Members noted the timing coincides with Mexico's Independence Day and other national observances in the Hispanic and Latino communities.

Separately, the committee chair noted an expectation that the October meeting will be held at 7:00 p.m. and will likely focus on the corporation counsel office budget, though no formal action on that budget occurred at the Sept. 16 meeting.

The resolution takes effect as a county recognition; no additional implementation steps were specified during the meeting.
