On initiative and referendum, the committee voted to reduce the parishwide petition threshold from the existing 10% (the draft showed 10%) to 5% of registered voters, based on committee discussion that the current threshold can be prohibitive. For petitions limited to a single district, the committee voted to reduce the district threshold from 20% to 15% of registered voters in that district. Committee members and public commenters discussed turnout variability and logistical difficulty in collecting signatures; staff noted parishwide registered voters total “about 190,000” as context.
The committee also approved revised language for an Office of Inspector General designed to allow the parish charter to follow future changes in state law. Committee members asked that the charter include flexible, cross‑references to the Louisiana statutes so that an expanded state IG authority, if enacted, could be accommodated for the parish.
Separately, members removed or declined to act on several provisions that staff said had become redundant after an earlier amendment (an amendment to section 2.11 that granted the council procurement/contract authority made several other procurement clauses unnecessary). Staff told the committee those redlines were either already covered by 2.11 or were duplicative.
Votes on the initiative thresholds and the IG language were recorded as passing; the committee then directed staff to assemble the redline packet and send the full package to the Parish Council for its review. The committee emphasized that its recommendations are advisory and that the full Parish Council will decide whether to adopt and, if needed, place any changes before voters.
Ending: Staff will include the threshold changes and the inspector general language in the redlined Home Rule Charter packet for the Parish Council; if the council advances any change to voters, the council must also set timing and any implementing procedures.
