McFarland board sets Oct. 20 annual meeting, approves 20‑year ice‑arena agreement and boys volleyball coop

The McFarland School District Board of Education on Sept. 15 set its annual meeting and budget hearing for Oct. 20 and approved a package of agenda items that included a 20‑year use agreement with the McFarland Community Ice Arena and a WIAA boys volleyball cooperative sponsorship. Board members also completed a first reading of multiple policy revisions and received presentations on the Wisconsin Virtual Academy annual performance report and the district's budget outlook.

The board scheduled the annual meeting and budget hearing for Oct. 20, 2025, and authorized publication of the required budget summary so the public will receive notice before that meeting. District staff told the board the district cannot finalize its state aid figures until the state completes audits for several large districts and publishes final equalized values and aid notices in October; district staff said final state aid figures are expected Oct. 15 and equalized property values on Oct. 1. Administrators warned those pending state figures could change the revenue picture before the district adopts a final tax levy at the annual meeting.

Board members and administrators framed the timing as routine but cautioned that recent state guidance had reduced the district's projected state aid. Staff reported a July 1 state notice that would reduce aid about 4.2% compared with prior expectations, and described swings in state aid of several hundred thousand dollars over recent years. District presenters said those swings are a primary reason the board and administration are emphasizing the annual meeting notice and community outreach this fall.

In other business the board approved a 20‑year agreement with the McFarland Community Ice Arena to allow district‑sponsored community recreation programming at the expanded arena. The board first moved into closed session at the start of the meeting under Wisconsin State Statute 19.85(1)(e) to permit bargaining and negotiation discussions “regarding negotiation with the McFarland Community Ice Arena,” and returned to open session later to vote on the agreement. Administration described the open‑session action as a community partnership that will let the district provide recreational programming outside school hours while the arena operates as a community facility.

The board also approved administration's recommendation to sponsor a WIAA boys volleyball cooperative team, with McFarland serving as the lead fiscal agent and partner districts listed as Monona Grove, Oregon and Deerfield. Administrators said the cooperative was driven by student interest and that the program's costs will be covered by fundraising and participant fees rather than the district general fund; the agreement will be reviewed after an initial two‑year period.

The board completed a first reading of a package of policy updates and rescissions covering definitions, board conduct, leave and sick‑leave language, student supervision, entrance age and early graduation rules, and scholarship language tied to higher‑education criteria. Administrators said several items were being rescinded or streamlined so operational details can be maintained in a regularly updated employee handbook or related administrative documents rather than in board policy.

Presentations during the meeting included the first McFarland High School student report of the year and an annual performance report from Wisconsin Virtual Academy (WVA). WVA's report described enrollment growth, student‑growth measures and program developments including proctoring pilots and college partnership expansions; the board discussed how state accountability data and accurate reporting affect district oversight of authorizers and charter partners.

The board closed the meeting after approving the published budget summary and the other action items. The district will post the budget summary and other annual meeting materials ahead of the Oct. 20 hearing and annual meeting.
