The Bond Overview Advisory Committee (BOAC) of the City of El Paso voted unanimously Aug. 25 to forward a draft letter to the mayor and City Council asking that the BOAC enabling resolution be amended to expand the committee’s oversight to include the 2012, 2019 and 2022 bond programs and future bond projects.
The committee’s draft letter recommends several specific changes: meet quarterly rather than biannually; perform regular reviews of financial reports and project status updates from city departments; and provide an annual report of BOAC findings and recommendations to City Council. Ryan Woodcraft, a BOAC member who read the draft on Aug. 25, stated, “To effectively review multiple bond programs and projects, we recommend that BOAC meet quarterly rather than biannually.” Woodcraft also read that the committee “is prepared to provide an annual report of our findings and recommendations to city council.”
