At the Garden City Parks and Recreation Commission meeting, staff presented a quarterly budget review covering three departmental codes: the park system (757), the Radcliffe Center (758) and the Civic Ice Arena (759). Erica (Parks and Recreation director) said the department has faced steep budget reductions this year and noted both revenue and expenditure trends across the three funds.
Why it matters: the budget review outlined how staffing reductions and program declines have affected revenue and service delivery and identified where grant and rental revenue helped offset operating costs.
Key budget points
Erica said parks collected about 86% of expected revenue year to date and expended about 78% of its operating budget, reflecting reduced programming such as a diminished softball program. For the Radcliffe Center she reported roughly $496,000 in year-to-date revenue against about $1,007,000 in expenditures, which staff presented as roughly a 50% cost recovery for the center. The ice arena exceeded its budgeted revenue targets, with notable receipts from concessions and prime-ice rentals; staff credited Mike (ice arena staff) for strong revenue performance.
Staffing and program impacts
Erica warned that spring staffing reductions—she said the department lost staff—will make it difficult to replicate prior revenue levels and to expand services. Commissioners discussed operational consequences, including the difficulty of running after-school and teen programming without more staff and the challenge of managing keys and fobs for multiple renters.
Events and volunteer efforts
Staff promoted upcoming events: a volunteer workday in partnership with GCYAA on Aug. 10 to patch low spots on athletic fields and a planned community meet-and-greet barbecue at Radcliffe tied to the commission's August meeting; the commission did not adopt a final date during this session. Erica also noted Parks and Recreation Month in July and encouraged pavilion rental and dance program enrollment.
