Staff member Michael Perkins told the commission that staff recommends approval and that fire and zoning reviews had been completed before the item reached the commission. “Staff recommends approval,” Perkins said during the hearing. Applicant Hennessy Cabrera told the panel she plans to open initially for six children and hopes to expand to 12 within a few months, saying, “I’m gonna start off with 6, and then hopefully, like in a couple months, I can go to 12, because there’s a lot of families that are needing … care for their children.”
The commission approved the recommendation on a motion by Commissioner Klein, seconded by Commissioner Garza. Commissioners voted by voice; the motion carried. Commissioners and staff clarified that the planning commission’s action is a recommendation: the City Commission will consider final approval at its Aug. 21 meeting.
Perkins said the approval to increase capacity ties to multiple approvals and inspections beyond zoning — notably fire and the state licensing process. He said the state inspects as part of its permitting process and that applicants must provide zoning and fire approvals to the state. Cabrera confirmed she has not yet completed the state permit and that she is working through the packet of state requirements.
Commissioners praised the prospect of additional childcare capacity as filling a local need. No formal protests or public opposition to this item were recorded in the hearing record. The planning commission’s recommendation means the City Commission will have the next, final vote on the conditional-use permit on Aug. 21.
