City Attorney Teresa Taylor Tate told the council the item was being considered as an emergency reading and therefore required a two-thirds majority to pass on a single reading. "This is a reading, on emergency, and so it would need to pass by 2 thirds of a majority vote to pass on emergency, and that would only require 1 reading," Taylor Tate said.
