Hearing examiner moves several petitions to Aug. MDC docket, approves multiple expedited rezones

The metropolitan development hearing examiner handled a mix of continuances, withdrawals and expedited approvals at the July 24 docket and recommended approval of several petitions to appear on the Aug. 20 Metropolitan Development Commission (MDC) agenda.
The hearing examiner acknowledged continuances for multiple cases, including 2025APP0003620 (East 20 First Street) continued to Aug. 14, 2025; 2025ZON054 continued to Aug. 28, 2025 at the petitioner’s request; and several other automatic continuances filed by registered neighborhood organizations (including 2025ZON075 at 5416 North College Avenue and 2025ZON077 at 6501 Mann Road) moved to Aug. 28. Petition numbers and continuance dates were read into the record and staff/representatives confirmed support or requests for the new hearing dates.
The examiner acknowledged a withdrawal for companion petitions 2025CPL and 2025CVR833 at 6801 Stanley Road after the petitioner’s representative emailed a withdrawal on July 22.
On the expedited portion of the docket—petitions for which staff recommended approval and staff had not been made aware of opposition—the examiner recommended approval of these items for placement on the Aug. 20 MDC docket:
• 2025ZON070 at 631 South High School Road (owner/applicant Jordan Vermillion requested rezoning to match surrounding residential zoning).
• 2025ZON072 at 2027 Spruce Street (owner representative said the parcel is single‑family and needs residential zoning to permit a small rear addition).
• 2025ZON073 at 5720 South Walcutt Street (applicant seeks to construct a new house on the lot; staff recommended approval).
• 2025ZON076 at 6568 Cornell Avenue (proposal to rezone a parcel with an existing preschool from CS to MU2; Broad Ripple Village Association submitted a letter of support with a list of prohibited uses).
• 2025APP007 at 6451 East Thompson Road (Thompson Park improvements). For APP007, Indy Parks senior planner Ben Jackson said staff and DPW agreed to strike a right‑of‑way dedication commitment provided the petitioner amends a remaining commitment to construct an ADA‑compliant section of the northern trail; the examiner placed the item on the expedited portion of the docket for recommendation.
Staff confirmed support for several continuances to provide time for neighborhood meetings, revised site plans or traffic studies (for example, 2025ZON054 and 2025ZON077). The examiner repeatedly noted that parties must submit any commitments to staff before the MDC hearing date and that appeals of any decisions must be filed within five business days with the Department of Metropolitan Development.
Several petitions were explicitly scheduled for the Aug. 28 hearing (automatic continuances due to registered neighborhood organization filings) and others were continued to Aug. 14 by staff request. The hearing concluded after a relatively short docket.
The examiner’s recommendations on the expedited items and acknowledgement of continuances will be reflected on the Metropolitan Development Commission docket on Aug. 20 and Aug. 28, 2025, as applicable.
