"The codes and proposed 2024 international codes and 2023 national electrical code and the local amendments have been on the website since earlier this month," the building official said, adding staff had hoped the commission meeting would fall at least 45 days after posting. The official told the commission staff will return next month with public feedback before taking the matter to city council in September.
Commissioners and members of the public reported problems opening the online code documents because some portions of the International Code Council site require paid accounts. Staff acknowledged the access problem and said it will "get that addressed," noting many staff log in automatically with premium accounts. The commission asked staff to confirm that posted links are accessible and to notify the public if corrected or updated.
Staff emphasized the update process is intended to align Bellaire's local code text with the new editions and to present proposed local amendments and "housekeeping" changes. The building official said the commission will see further code cleanups and any flood-hazard-related amendments at the next meeting.
The commission did not vote on adoption at this meeting. Staff directed follow-up to ensure public access, gather comment, and return to the commission before referral to city council.
