Cuyahoga County Council approves multiple funding and infrastructure measures; several items referred for later review

Cuyahoga County Council on Tuesday adopted a bundle of resolutions including ARPA-funded community grants, a budget amendment, labor fact-finder acceptance and several road and sewer rate measures, while holding a behavioral health capital contract for more information.

The council approved a $10,000 award to the Cleveland Heights Tigers Youth Sports Association and an $80,000 award to the Hunger Network of Greater Cleveland to sustain 17 hot-meal sites countywide. Council also adopted a routine biennial budget amendment providing additional appropriations, transfers and cash transfers for 2025 and accepted the findings of a fact-finder in a successor collective bargaining agreement affecting Laborers International Union Local 860.

Roadwork and sewer items passed this meeting included rate-setting and assessment confirmations under Ohio Revised Code section 6117.02, and four resurfacing/rehabilitation projects with estimated costs ranging from about $2.35 million to $5.7 million and federal funding covering the majority of several projects. The council also approved a reimbursement program for municipalities for assigned indigent defense representation totaling up to $1 million for one year.

Several contract amendments and program extensions were introduced or referred to committee for further review: an amendment to a Warner & Swayze adaptive-reuse loan (to change unit count and lower loan amount), an opioid-treatment program amendment with MetroHealth (extension and additional funds) and other items were referred to the appropriate committees. The contract for a new comprehensive behavioral health center (Resolution 20250241) was heard on second reading only and will be placed on the Aug. 5 agenda for possible final passage after staff get additional operational and fiscal information.
