Woodbury council approves 2024 CAPER documenting CDBG spending, park accessibility projects

The City Council on Sept. 24 adopted the 2024 Consolidated Annual Performance and Evaluation Report (CAPER), the annual federal report documenting how the city spent U.S. Department of Housing and Urban Development Community Development Block Grant (CDBG) funds.
Jamie Fritz, city housing staff, summarized the year’s work: two park projects were completed — improvements at Evergreen East Park (playground replacement, baseball field work and ADA connections) and Cover Lake Park (replacement of deteriorated beach stairs with handrails and resting spots). The city also closed two first‑time homeownership loans and reported $34,000 in administrative expenses; staff said that larger administrative amount reflected work preparing the five‑year consolidated plan.
Fritz described the CAPER as a look‑back report required of CDBG recipients that shows how grant and program income were spent and progress toward goals in the five‑year consolidated plan. She told the council there are timelines for spending CDBG funds: “You just can't sit on them if you don't have something. So I believe there's an 18‑month deadline to spend a certain percentage of it — that's 80% of your current grant year,” Fritz said. She added that additional timelines apply to full program‑year expenditures.
Council members thanked staff for the detailed reporting and then voted to adopt resolution 25‑162 approving the 2024 CAPER.
The CAPER and supporting attachments will be submitted to HUD as required by program rules.
