Sacramento LAFCO approves contracts for a municipal service review and document management; several routine votes pass unanimously

The Sacramento Local Agency Formation Commission on Wednesday approved two vendor contracts and completed several routine votes without opposition.

Municipal service review and sphere study: The commission approved a contract with RSG Inc. not to exceed $43,505 to prepare a municipal service review (MSR) and sphere of influence study for the Omachumne/Omni Chimney Hartnell Water District. Policy analyst Christy Grebo told commissioners the applicant water district requested an MSR because the district has not previously been studied and the law requires an MSR before a sphere of influence determination. The contract price will be paid by the district as part of its application; staff recommended the executive officer sign the contract after commission approval.

Mike Wakeman, general manager for the Omachumne Hartnell Water District, described the district as primarily agricultural land south of Grant Line Road and outside Elk Grove. He said the annexation is for groundwater-management purposes and will not create immediate retail water service expansion. "The area we're annexing is outside of Elk Grove ... it's all agriculture," Wakeman said.

Commissioner Hume moved to approve the RSG contract and Commissioner Desmond seconded; the motion passed unanimously with all members present.

Document management services: The commission also approved an agreement with Scitec Solutions for electronic document management and retrieval services with a contract not to exceed $56,521. Policy analyst Christy Grebo said the project responds to a planned office move and the need to digitize a file room that holds records dating to 1963. Staff selected Scitec based on competitive proposals and suitability to public-agency work.

Commissioner Jones moved to approve the Scitec contract; Commissioner Little seconded. The motion passed unanimously.
