Sacramento LAFCO names Commissioner Jones voting delegate to CALAFCO conference and backs proposed bylaw changes

The Sacramento Local Agency Formation Commission on Wednesday designated Commissioner Jones as the commission’s voting delegate at the upcoming California Association of LAFCOs (CALAFCO) conference and appointed an alternate. The commission also authorized Commissioner Jones to support proposed CALAFCO bylaw amendments at the annual meeting.
Executive Officer Jose Enriquez briefed the commission that the Central Region seats for CALAFCO’s board of directors include an open city member seat and a public member seat, and that the association planned bylaw changes designed to modernize governance. Enriquez said the bylaw reforms followed an outreach process that included surveys, interviews and forum input led by Pamela Miller, the previous CALAFCO executive director.
"By designating a voting delegate, you're allowing that individual to be able to vote on both the elections and also on the bylaw changes," Enriquez said.
Commissioner Jones moved to give the commissioner authority to cast the vote in favor of the staff recommendation; Commissioner Hume seconded. The motion to support the bylaw amendments and to designate Commissioner Jones as voting delegate passed unanimously with all members present.
Commissioners also selected an alternate (identified in staff materials as Miss Graybill) in case the primary delegate is unavailable. Chair Lisa Kaplan and staff encouraged delegation of the vote so the commission could provide guidance while allowing the delegate discretion on conference matters.
Why it matters: CALAFCO is the statewide association of LAFCOs; changes to its bylaws could affect association governance and how regional LAFCO interests are represented. The commission’s vote directs its single conference vote to Commissioner Jones and expresses institutional support for the staff-recommended bylaw changes.
