Council members split along procedural and oversight lines before tabling the measure. An earlier motion to require the amendment be voted on line by line passed 5 to 4, but council later voted to postpone consideration until a future finance committee meeting when more documentation can be reviewed.
The amendment would have added grant receipts, bond proceeds and pass-through funds across community and economic development, public works, human services and other accounts. County officials said much of the money arriving is grant- and bond-related and that supporting documents were provided to council offices; several members said they had not received or had not had time to review the line-item backup.
