Janesville CDA approves updated rental-assistance administrative plan to align with HUD rules

The City of Janesville Community Development Authority voted Sept. 17 to approve revisions to its rental-assistance administrative plan to align day-to-day program rules with U.S. Department of Housing and Urban Development requirements and to clarify locally applied standards for criminal activity.

The changes implement HUD guidance stemming from the Housing Opportunity Through Modernization Act (HOTMA) and other HUD notices, update definitions of income and program procedures, expand time on initial vouchers for the Foster Youth to Independence program, and add a more detailed list of criminal offenses that may be grounds for termination or denial of participation, a city housing staff member said during a public hearing and presentation.

Those revisions are intended to bring the city’s administrative plan — the local rulebook for administering Section 8 rental assistance — into conformity with HUD’s regulations while clarifying items that staff and occupants have flagged as unclear, the staff member said.
