The Brighton City Council approved a two-year renewal with HydroCorp to administer the city’s residential and commercial cross-connection (backflow) program for a total contract amount of $119,479.53.
Superintendent Josh Bradley told council the contract continues a program HydroCorp has provided for several years and that the work is required under Michigan Department of Environment, Great Lakes, and Energy (EGLE) cross-connection regulations. Bradley summarized the contract and said, "For a 2 year contract, it's $119,479.53. We have $70,000 budgeted for this year, for year 1, and we will be requesting city council approval for the remaining $60,912 for next year to be budgeted in the utility system service fund."
Bradley said HydroCorp performs inspections, operates administrative responsibilities for the program and assists with compliance reporting. He added that HydroCorp provides approved hose-bib vacuum breakers to place a property in immediate compliance and that crews leave information and the device if a resident is not home.
Council Member Pettengill moved to approve the two-year contract; Council Member Albert seconded. After brief discussion and confirmation that the program is state-mandated and staff had no major performance concerns, council voiced approval. The motion passed by voice vote.
Ending: Staff said they will request the second-year appropriation in the next budget cycle and continue program administration with HydroCorp under the renewed agreement.
