Planning Commission approves special-event permit for Mandira Vineyard wine event

The Rockville Planning Commission approved a special-event permit on Aug. 12 for a ticketed educational wine event at Mandira Vineyard, 450 West Vineyard Lane, scheduled for Aug. 30.

The permit, submitted by Allison Jones for the Utah Wine Festival event at Mandira Vineyard, allows a one-day gathering from 11 a.m. to 2 p.m. with a capped ticketed attendance of 70. Commissioners required that porta‑potties be provided, that signage for parking and no‑smoking be posted, and that organizers communicate speed‑limit and fire‑danger guidance to attendees.

The commission’s action followed a presentation from the applicant and a brief question-and-answer session about attendance, address disclosure on ticketing, restroom and trash planning, alcohol service permits and event signage. Allison Jones told the commission the event is “a small ticketed educational gathering… focusing on Utah grown grapes, sustainable farming, the art of winemaking,” and said parking would be managed and noise kept minimal.

Commissioner Jane asked whether the event address is published on ticketing pages; Jones said the vineyard name appears but the exact street address is not printed. Commissioners also confirmed that a DABS (Division of Alcoholic Beverage Services) permit and proof of any required server licensing would be provided before the town’s consent form is issued. Jones said Iron Gate Winery would provide licensed staff and the winery carries insurance; she also confirmed two portable toilets would be delivered and that the application would be corrected to show that.

Commissioners requested that any temporary directional signage placed on public roads be removed promptly after the event and asked organizers to notify ticket purchasers of local speed limits. Lainie emphasized attendee safety on narrow lanes and asked organizers to remind ticket holders to obey speed limits.

Motion language read into the record stated the application complies with Chapter 9, Section 1.25 (special event regulations) and the Rockville General Plan; it notes the applicant was made aware of extreme fire danger, agrees to provide no‑smoking signage, and will include language about lower speed limits on Bridge and Grafton Roads. The motion passed on a roll‑call vote: Andy, Tim, Linda, Ken and Jane each voted aye (recorded roll call shows six ayes total). Allison Jones received the signed local consent form after approval so she can submit the DABS paperwork.

The commission’s approval is limited to the special‑event permit elements presented; organizers must submit any required state alcohol permits and insurance certificates to town staff before the event.
