Toledo County Planning Commission disapproves four final plats, approves zoning and text amendments and forms search committee

The Toledo County Planning Commission on Wednesday disapproved four final subdivision plats without prejudice, approved a zone change and several zoning text amendments, and named members of a search committee for a new planning director.

The commission voted to disapprove, without prejudice, final plats for Bridge Creek Plat 6 (S10-25), Brookside Plat 10 (S11-25), Brookside Plat 11 (S12-25) and Hidden Grove (S14-25). Planning staff told the commission that not all final clearances had been received for those plats and recommended disapproval without prejudice. A commissioner moved to follow staff’s recommendation in each case; each motion carried after the chair called for the ayes and asked if there were any opposed.

Staff explained that several plats had arrived “within the last few weeks” and that some reviewing agencies had only seven to 10 days to examine the submissions, which contributed to the missing clearances. Staff also told commissioners the commission must act on plats within 30 days of filing.

On land-use matters, the commission approved a zone change (case Z17C388) for a parcel at 8350 Road in Mount Clover Township, moving the property from AR (agricultural residential) to RB (suburban residential). Staff recommended approval, saying the request was compatible with surrounding commercial zoning and with the 2022 Mount Clover Township comprehensive land use plan. The applicant was sworn and there were no members of the public who spoke against the request; a motion to approve the staff recommendation carried.

The commission also approved three text amendments. In Sylvania Township, the commission approved a text amendment (Z20C1080) to allow solar panels on the front or street-side portion of a structure’s roof; staff noted the change responds to a string of zoning appeals and waivers on that issue. The commission approved another Sylvania Township amendment (Z20C1082) updating public-notice requirements to permit online and social-media publication as shown in the meeting exhibit. In Waterville Township, the commission approved an amendment (Z22C140) to add data processing centers as a conditional use; the applicant, Bill Burket, was sworn, and the motion to approve the staff recommendation carried and will proceed to the township for further action.

Finally, commissioners named a search committee to lead the search for a new planning director. The named members include Brandon Raycroft, Christopher Ball, Don Muhart and Josh Hughes, along with representatives from the city of Toledo and the county; the committee has not yet set a meeting date. Commissioners said the committee will screen candidates, conduct interviews and make recommendations back to their respective planning bodies.

The commission convened with a quorum and approved the minutes from its June 25, 2025 meeting before taking the actions above. The meeting then adjourned.
