The Lehi Personnel Committee voted Wednesday to add language to its draft personnel policy clarifying how departments may use unspent budget funds for payroll and how staffing coverage will be handled under alternative work schedules.
Committee members said the change is intended to make explicit what departments can and cannot do with surplus line-item funds and to address gaps in coverage created by four-day ("4/10") schedules, working-from-home practices and unplanned absences.
Member 3, committee member, said, "If it's in the budget and they're not going over, then you should be able to use it," arguing that unspent funds should be usable to cover raises or other payroll needs. Other members cautioned that moving funds between unrelated line items would not change established hourly rates: "That's not going to change their $7.50 an hour. That's just extra money," Member 1 said.
Discussion also included using bonuses as an alternative when permanent pay changes are not possible within budgetary rules. Member 2 explained payroll timing can create temporary balances that departments sometimes use at year-end: "When you pass the budget ... it takes a while for it to occur. And since it's taking that while, he's actually building salary, and he's not gonna spend within that 4 weeks, 6 weeks ... that's where he's getting some money to distribute otherwise toward the end of the year."
Committee members asked staff to draft specific policy language. That's what the state says we're supposed to do," and members asked staff to confirm statutory or administrative limits and include them in the policy text.
The committee spent part of the meeting on scheduling: members agreed they will reconvene to finalize the personnel-policy language before forwarding it to the full commission; they discussed meeting dates and noted the work will require more time than a single hour.
