Planning commission continues permit review for outdoor events and weddings at Mendocino property

The Mendocino County Planning Commission on Aug. 7 continued without a date certain the application by Yasmin Mendoza Lopez for an administrative permit to host outdoor events and weddings for up to 300 guests (P2024-0033).
The continuance was requested by staff to allow further synthesis of site-review information into the staff report and to clarify the project description and proposed conditions of approval. Deputy County Counsel Matthew Kudrowski told the commission that continuing to a date uncertain would require new public notices to adjacent landowners and a newspaper notice when a new hearing date is set.
Commissioners and staff said the extra time should give staff and the applicant a chance to resolve inconsistencies between the project description and the conditions of approval. Senior Planner Mark Klieser told the commission staff conducted on‑site sound tests but concluded “some additional analysis was still required,” and asked for the continuance so staff could incorporate that material into an updated staff report.
Applicant Yasmin Mendoza Lopez addressed the commission during the open hearing, saying she disagreed with the need to re-mail notices and asking for clarity before any resubmittal. “Legally, everywhere in California, 10PM is the standard time for outdoor music to end,” Mendoza Lopez said, and added that her submitted sound measurements were “below the standard of the industry.” She asked to meet with staff to finalize revisions.
The commission discussed whether to set a specific future hearing date or to re‑notice after staff completes revisions. Deputy County Counsel Matthew Kudrowski recommended re‑noticing if the project description or conditions are changed so the public can see the updated materials. Staff committed to rescheduling the item at the earliest feasible meeting after the report is updated.
A motion to continue the item to a date to be decided in the future passed unanimously on roll call. Chair Babiney, Commissioner Wiedemann and Commissioner Richards voted yes; Commissioners Paulin and Jones were absent by prearrangement.
The public hearing remains open; when the project is rescheduled staff will mail notice to adjacent property owners and publish a newspaper notice to inform the public.
