Tulsa council adopts Pearl District plan, approves mayor’s items and budget moves; sales-tax committee reports ARPA allocations

The Tulsa City Council on Aug. 6 adopted the Pearl District Neighborhood Economic Development Project Plan and approved a package of mayor’s items and budget amendments, while the city’s Sales Tax Overview Committee reported on several ongoing capital and ARPA-funded projects.

The council voted to approve the Pearl District plan under the Oklahoma Local Development Act and passed two other ordinances, including an amendment to the fiscal year 2026 budget to fund a stormwater maintenance building for a little under $200,000. The council also approved a set of mayor’s items — including acceptance of property dedication from Tulsa Habitat for Humanity and several travel donations for city staff and elected officials.

Council action matters because the Pearl District plan establishes an economic development project area that enables use of local development tools under state law; the budget amendment provides immediate funding for stormwater maintenance; and the mayor’s items transfer property and accept donated travel that allow city programs and staff training to proceed.
