STA Executive Director reported to the board that Assembly Bill 1223, the bill the board authorized in November 2024 to provide geographic flexibility for a future sales-tax measure, has passed both legislative houses and was on the governor's desk.
"We're waiting. ... hopefully mid October when we'll get a signature," the executive director said, noting staff and partner agencies had submitted letters of support and that the authority expects action from the governor soon. The director said the bill's outcome, plus the results of ongoing polling, could influence the timing of subcommittee recommendations and any measure placement on a ballot.
Staff also previewed upcoming agenda items and potential timing changes: an October annual debt review and an update on I Street Bridge financing, and a potentially busier November agenda that could include a subcommittee recommendation on future transportation funding, a vehicle-miles-traveled mitigation strategy, award of an enterprise software contract, the annual financial audit and minor budget amendments. The director described the schedule as fluid and said staff wanted to ensure legal and financial advisors and participating jurisdictions were aligned before returning recommendations to the board.
