LAFCO approves amended minutes and appoints Khalid Samrai as executive officer

The Local Agency Formation Commission on Sept. 19 approved an amendment to the July 18 meeting minutes and then approved the minutes as amended, and appointed Khalid Samrai as its executive officer.

On item 3, a staff-requested amendment to the July 18 minutes was read into the record to correct language about an RFP. The commission voted to amend the minutes by roll call. The motion to amend was recorded as: Commissioner Sevier — aye; Supervisor Jackie Fielder — aye; Commissioner Chan — aye. The motion passed. The commission then approved the minutes as amended by roll call (three ayes).

On item 6 the commission considered appointment of the top-scoring candidate for the executive officer position. The hiring panel had interviewed two finalists and recommended Samrai, who has served as acting executive officer. Commission Counsel read into the record a required California Brown Act announcement of salary and benefits before the appointment: Samrai will be a City and County of San Francisco employee with benefits provided under the applicable MOU and a salary of $157,352 annually. The commission then moved to appoint Samrai as executive officer. The roll call on the appointment recorded: Commissioner Xavier — aye; Supervisor Jackie Fielder — aye; Commissioner Chan — aye. The motion passed and the commission congratulated Samrai.

No public comment was received during either item. The commission did not take other action related to compensation or benefits at the meeting beyond the Brown Act announcement read by counsel.
