Willard planning commission sets public hearing to add 'sensitive wetlands' to general plan

The Willard City Planning Commission voted Sept. 18 to schedule a public hearing to consider amendments to the city’s general plan that would expand the “environmental sensitive areas” designation to include sensitive wetlands.
Maddie, city planner, told commissioners the proposed change updates the future land use map and aligns the general plan text with recent map and ordinance updates adopted since March 2024. Planner comments noted updated maps, a revised zoning map and a condensed general-plan packet prepared for commission review.
Commissioners discussed whether the change required separate hearings for different ordinance amendments. Staff recommended a public hearing to compile public comment on the general-plan amendment and associated map corrections; the commission moved and seconded to set a public hearing. The motion passed by voice vote.
Commissioners also planned separate but contemporaneous hearings to consider related zoning changes for the Old Town Willard commercial area and transportation-map updates. The commission asked staff to publish the required public-notice materials and confirmed an October public hearing date for the general plan amendment.
No final land-use designation was adopted at the Sept. 18 meeting; the item was continued to the public hearing for public testimony and formal action by the commission and subsequent consideration by the City Council.
