City and county discuss Morrissey Road work, seek to pair with WYDOT project in 2029

City and county representatives discussed plans to address deficiencies on Morrissey Road and potential coordination with a Wyoming Department of Transportation project scheduled for 2029. Greg, a city representative, presented the city's strategic planning for street projects and asked the county to consider partnering on a segment that the city cannot fully fund alone.

City and county participants said prior work showed portions of the roadway are county-owned even where the city has paved surfaces, creating confusion about responsibility. The city engineer identified wet spots and subgrade issues that require removing saturated material, installing geogrid and native soils, and then repaving. "We went back with native soils with geogrid...and we put geogrid at the bottom as well as underneath the base," a city engineer said describing prior repairs.

Presenters said the preferred approach is to pair local funding with WYDOT project engineering and construction management in 2029, which would reduce local engineering costs. Officials discussed a possible 50/50 cost share but did not finalize any agreement. Both sides said they will continue to seek funding and return with estimates; the city representative offered to reconvene in a month for further discussion and shared copies of plans with commissioners.

No formal commitments or intergovernmental agreements were approved at the meeting; commissioners asked staff to review project lists and funding availability and to include the item on a future agenda for a detailed funding discussion.
