"Cruise ship impacts need to be managed at the neighborhood scale," said Jim Powell, a research professor at the University of Alaska Southeast and a former assembly member. Powell advised establishing neighborhood-level guidelines, indicators and monitoring tools to assess tourism impacts and suggested a dashboard approach to track issues such as crowding, noise and wildlife interactions.
