Person County endorses two Golden Leaf grant applications, opts not to submit airport terminal

County staff said three project worksheets were submitted to the county and provided to Golden Leaf: Piedmont Community College’s proposal to expand trades and workforce training at the South Campus; Person Family Medical’s plan to add exam rooms, integrate dental services, expand behavioral health and medication assisted‑treatment capacity, and upgrade IT and care coordination space; and a county staff worksheet for a proposed new aviation terminal at Raleigh Regional Airport at Person County.
Staff reported that Golden Leaf staff raised questions about the airport terminal’s competitiveness in the program, which focuses on workforce and job creation. The Economic Development Commission recommended supporting Piedmont Community College and Person Family Medical and not forwarding the airport terminal as a Golden Leaf submission. EDC recommended a higher maximum endorsement for PCC than the project originally requested so PCC could expand its application if needed.
During the meeting commissioners considered the recommendations and ultimately moved to authorize staff to submit two Golden Leaf applications, each up to $1,000,000. A representative for Person Family Medical told commissioners the organization could use funding to expand medical, dental and behavioral‑health services and would provide further information to Golden Leaf as requested. Planning and economic development staff will work with the applicants to refine applications for Golden Leaf’s detailed application process.
The county manager noted the Golden Leaf grant timeline: the county must submit an endorsed list by Sept. 8; Golden Leaf will invite detailed applications from endorsed projects and award decisions are expected in February.
