The package included funding agreements to several nonprofits: Boys & Girls Club at Tar River Region (programs funded at $37,500, $56,250 and $15,000), Rocky Mount Chamber of Commerce ($345,000), The Wright Center ($60,000), Communities and Schools ($10,000), Buck Leonard Association ($30,000) and Elizabeth City State University ($75,000). The council also approved a separate $300,000 agreement for United Community Ministries and a $5,000 agreement for the Tar River Orchestra.
City Manager Elton Daniels announced a related confirmation during the meeting when the mayor said, "Right now, we are funding it, it, well, we just funded it $300,000 tonight as part of United Community Ministries." That comment followed a public speaker who had urged support for the Rocky Mount shelter (see separate article).
The council authorized a three-year renewal of the Microsoft enterprise agreement, with an annual cost of $263,248.57, and authorized payment to HSI as the vendor under statewide IT reseller contract number 208C. The council also adopted a resolution concurring with the Rocky Mount Redevelopment Commission to dispose of multiple lots through the upset-bid process at addresses listed in the agenda, and it adopted a resolution amending Administrative Policy 6.1 (Natural Gas Equipment Incentive Program); the amendment text was not read into the record.
A separate motion approved the third amendment to the Halverson purchase option agreement, which extends the inspection period to Jan. 22, 2026. The motion to approve the third amendment was made by Councilman Daughtridge and seconded by Councilman Joiner; the council approved the item by voice vote.
Council actions on the nonprofit agreements were recorded with recusal notes where applicable: Councilman Joyner’s recusal on the United Community Ministries agreement was placed on file with the city clerk; Councilman T.J. Walker had a recusal on file for the Tar River Orchestra and was not present for that vote. Most motions were adopted by voice vote; no roll-call tallies were recorded in the public transcript.
The council also approved minutes of prior meetings (June 9 and June 23, 2025), added agenda items to include the nonprofit agreements, awarded unspecified bids and ratified street closings as part of the consent agenda.
