Glendale Housing Authority votes to submit HUD Section 8 self‑certification, expects "high performer" designation

Irina Kasabian, housing supervisor for the city's housing division, told the authority that the CMAP review evaluates its Section 8 operations across 14 indicators including waiting‑list management, rent reasonableness, utility allowances and housing quality inspections. Kasabian said the authority is eligible to self‑certify because it has historically ranked high and that HUD and an independent auditor will review the submission.
"Although we are allowed by HUD to self certify due to our high performance status, we are audited by HUD and an outside auditor," Kasabian said. She told the authority the agency anticipates receiving 135 points (the maximum applicable to Glendale) out of a HUD possible 145 because Glendale does not operate a family self‑sufficiency program that would account for the remaining 10 points.
Members asked about risks to program funding. Kasabian cautioned that pending federal budget negotiations could reduce funding and that the authority has been operating under continuing resolutions in recent years. She outlined options staff would consider if funding were reduced — including lowering payment standards or other cost‑saving measures — and said termination of current Section 8 tenants has never been used and is not a preferred option.
The authority moved and passed the item by roll call. The record shows a unanimous vote in favor from the members present.
Kasabian said HUD's Public and Indian Housing Information Center (PIC) provides centralized data for indicators that are not self‑certified, and that HUD and the independent auditor will decide whether Glendale again receives a high‑performer designation.
If HUD concurs, the designation would allow Glendale to maintain the streamlined reporting privileges associated with high performance; Kasabian said HUD feedback and the auditor's review will follow the agency's submission.
