Harney County Court approves routine minutes, grants fair petty-cash authority, adopts hospice appropriation and accepts solar fee proposal

The Harney County Court met Aug. 20 in Burns and approved a set of routine motions, authorized petty-cash for the county fair, adopted a budget resolution for Home Health & Hospice and voted to proceed with a proposed update to solar siting fees.

The court first approved the meeting agenda and two sets of meeting minutes without discussion. William James Hart, Harney County Judge, and Commissioner Frank signaled approval by voice vote.

The court then considered a request from the fair manager to provide cash on hand for small, on-site payments such as local entertainer fees and refundable vendor deposits. Judge Hart moved to "allow the dispersal of cash to the fair board for nominal expenses to be paid for things such as entertainment and refunds." The motion was seconded and passed by voice vote.

Later in the session the court adopted Resolution 2025-18, "in the matter of appropriating funds due to an unexpected occurrence or condition in regard to Home Health and Hospice, fund 251." The resolution increases the beginning fund balance and appropriates $25,000 to materials and supplies for building maintenance; the court approved the measure by voice vote.

Finally, the court voted to accept proposed increases to the county's solar project siting fees and directed staff to place the fee schedule on next month's ordinance-first-reading calendar. The item does not change land-use authorization; it updates a fee schedule to recover review costs.

Ending: The court closed routine business and identified several calendar items and external meetings for staff and commissioners.
