The Eagan Advisory Planning Commission unanimously recommended Aug. 26 that the City Council approve an interim use permit to allow outdoor storage of two cargo containers and an outdoor fitness training area at 3500 Dodd Road.
Planning staff reported that the property is zoned I-1 (industrial); the owner renovated the building into a fitness training center after purchasing the property in 2014 and acquired an adjacent lot in 2022 to improve access. Staff said the containers are used to store fitness equipment and maintenance items and are screened from the public street by a six-foot wood fence.
Miss Dusiak told the commission that most city code performance standards for outdoor storage are met but the storage area does not meet the five-foot setback requirement from the north or west property lines and the surface is recycled bituminous aggregate rather than bituminous asphalt. She said the outdoor fitness area is approximately 40 feet by 36 feet and not visible from the public street.
Commissioners questioned whether the containers encroach on an adjacent lot and how that would be handled if the neighboring property is developed. Planning staff and the city attorney’s office said questions of private encroachment between property owners are enforceable by the affected landowner; the city can require the applicant to locate property corners or move containers to satisfy the setback condition prior to final permit action.
The applicant, present at the meeting, confirmed the containers store training equipment and said the area previously contained unrelated items that have since been removed. No members of the public spoke during the public hearing on this item.
Commissioners moved and seconded a recommendation to approve the interim use permit subject to the ten conditions listed in the staff report; the motion passed 7-0. The item will be considered by the Eagan City Council on Sept. 2.
Key conditions include meeting setback requirements or demonstrating property lines by survey, maintaining screening, and compliance with the staff report’s surfacing requirement.
