Kern County LAFCO approves North of the River Sanitary District sphere amendment, annexation and MSR update

At the Aug. 20 meeting the Kern County LAFCO approved a sphere of influence amendment, an annexation and adopted a municipal service review update for North of the River Sanitary District No. 1. The commission waived a protest hearing and approved all three items by unanimous roll call votes.
Executive Officer Knox introduced three related public‑hearing items for North of the River Sanitary District No. 1 — a sphere of influence amendment, an annexation, and a municipal service review (MSR) update — and summarized staff findings and recommended conditions.
Knox told the commission the district submitted the annexation and that staff had been cleaning up boundaries across the Metropolitan Bakersfield area. He said staff received no opposition and that the CEQA review had been handled by a notice of exemption submitted by the applicant. Knox said, “There is no change in taxation. It is consistent with the general plan, regional transportation plan, or specific plan,” and that the proposal appeared to be eligible under Government Code section 56663 to waive the protest hearing if there were no protests.
The commission took three separate motions. For the sphere of influence amendment the commission approved the executive officer's recommendation by roll call (all ayes). For the MSR update the commission adopted the municipal service review and considered the district's notice of exemption; the motion passed by unanimous roll call. Finally the commission approved the annexation (identified in staff materials as annexation number 81851 / project annexation 1715) and waived the protest hearing; that motion also passed unanimously.
Roll calls for each motion showed the same result: Commissioners Ayone, Clark, Couch, Endicott, Flores, Fowler, Gonzales, McKibben and Saragosa voted "aye"; there were no recorded no votes, abstentions or recusals. The clerk announced "All ayes; motion passed" for each of the three votes.
Executive Officer Knox also noted staff had discussed possible future consolidations and shared treatment facilities among wastewater providers in the Metro Bakersfield and Shafter area as part of the district's MSR update, and recommended the commission adopt the MSR update and related findings.
The approved items will be subject to the conditions noted in the executive officer's report; staff said the process followed Cortese‑Knox‑Hertzberg Act requirements and that affected agencies had been notified.
