Adams County commissioners approve payroll and claims, back conservation grant, and clear several road, staffing and benefits items

Adams County commissioners on an otherwise routine agenda on Sept. 1 approved payroll and insurer claims, signed a letter of support for a county conservation district grant application, heard several road-and-bridge updates, authorized recruitment for a deputy position in the 2026 budget and agreed to move certain employee ancillary benefits to a new vendor and an online enrollment platform.

The board voted to approve payroll claims in the amount of $395,083.89 and to accept health-insurance-related claims presented as the county's Allied monthly claim for about $70,492.05 and a weekly Allied claim of $6,907.91. Motions to approve those items passed without recorded dissent. Commissioners also accepted monthly draws and reports for special revenue funds; the local road-and-street draw reported in the meeting was $27,641.47.

Why it matters: the approvals clear routine operating expenses and preserve the county's near-term cash flow. The benefits and personnel steps change how employees will enroll in and manage non-medical benefits and begin the hiring process for sworn staff under a newly approved budget.

In a separate procedural vote, the board agreed to sign a letter of support for the Soil and Water Conservation District's "Wings of Adams" grant application. The letter supports a grant proposal to restore native pollinator habitat and to fund an education program, "Pollinatorpalooza," aimed at monarch butterfly habitat and related outreach. Commissioners voted to sign the letter and directed staff to place it on county letterhead for signature.

Roads and bridges featured in staff reports rather than formal votes. County staff reported Bridge 180 (near 650 West and 825 South) was removed by the contractor and the location is closed to through traffic until further work is complete. Work to replace or modify double pipes with a concrete arch was described; staff said crews are excavating to bedrock in places and will proceed with foundations when site conditions allow. The county also has active solicitations for consultant proposals on Bridge 93 and a guardrail HSIP (Highway Safety Improvement Program) project; proposals were reported as due at the end of the coming week.

Staff said progress on 700 South was delayed by a utility pole the county said remained to be transferred by a private provider; once the pole is moved the contractor should complete the intersection work. County crews have begun placing "no through truck" signage for a culvert replacement site on 116 west of Geneva; staff said the closure could last through November or December.

Public-safety and personnel items: the board voted to allow the sheriff's office to advertise to fill a deputy position that is included in the approved 2026 budget. Commissioners moved and seconded the advertisement request and the motion passed. In discussion, the sheriff reported the department is eliminating its reserve program because state training requirements and liability concerns have reduced the viability of volunteers; the sheriff also described current federal-prisoner counts and said the county is not pursuing ICE detainee housing.

Benefits and human resources: Shannon (human-resources staff) recommended keeping Delta Dental for 2026 but switching vision and life coverage to Sun Life and using Case & Group's online platform for benefits enrollment. Staff said Sun Life would subsidize a portion of the Case & Group platform cost if the county took both vision and life lines through Sun Life; the board approved the recommendation and authorized staff to sign the associated enrollment-platform contract under the subsidized rate. Commissioners also approved a five-year pay request for an employee out on an extended personal-injury leave.

Planning and plats: the planning director presented several small subdivision and lot-split items. The board accepted improvements and approved minor plats including Van Horn Subdivision and Benjamin Faults subdivision parcels and a two-lot split for property referenced as Joseph Baker (100 W, 300 N). Those items were presented as routine and the motions passed.

The meeting closed after routine procedural matters and public-works updates. No ordinances or resolutions requiring multiple readings were introduced for final action at this session.

Ending: County staff were directed to finalize paperwork for the grant-support letter, move forward with the benefits vendor and enrollment-platform contract, and proceed with advertising to fill the budgeted deputy position. Staff updates on bridge and road scheduling will return to the board as projects progress.
