Committee backs acceptance and installation of donated sculpture at Ashwillette River Park

The Municipal Services, Facilities & Infrastructure Committee recommended the City Council authorize the city manager to accept and install a donated public-art sculpture offered by Frederick McMillan and to negotiate and execute a memorandum of understanding (MOU) with the donor that includes required certificates of insurance in accordance with Resolution R-2018-22.
Frederick (Fred) McMillan told the committee the project initially proposed Patricia Russell Park as the installation site but the Parks Department later suggested Ashwillette (Ashwieland/Ashwillette referenced in filings) River Park as a better location. McMillan said the donor has secured a structural analysis from a certified engineer, a certificate of additional insured naming the City of Keene, and an agreement with artist Christopher Curtis of Duxbury, Vermont, who will install the piece.
A committee member noted the Ashwillette River Park site would likely reduce vandalism risk. The mover asked the city manager be authorized “to do all things necessary to accept and install the proposed public art piece by Frederick McMillan to be placed at the Ashwillette River Park and to negotiate and execute a memorandum of understanding with the donor to include certificates of insurance in accordance with resolution R-2018-22.” The motion was seconded and the committee voted unanimously to recommend approval to council.
