Board approves $54,200 amendment with HNTB for Catalin Sewer Improvement Project

The City of Bloomington Utility Service Board approved Amendment No. 1 to HNTB Corporation’s consulting agreement for the Catalin Sewer Improvement Project, adding $54,200 to cover unforeseen additional labor related to coordination with other city departments, maintenance-of-traffic (MOT) planning, and a required landscape restoration plan.
Kevin White, capital projects coordinator, said the amendment covers additional hours HNTB spent coordinating with city engineering, planning and transportation staff after the decision was made to incorporate the maintenance-of-traffic (MOT) scope into the overall project. “That proved to be a little bit more challenging to our consultant than he originally anticipated,” White said, explaining the extra scope required on-site work and plan iterations.
White told the board the floodplain permit and a landscape restoration plan required extra consultant time to produce site-specific planting specifications and to confirm what can be planted, where. He said the project is funded by a REDI grant and that the overall contract still had about $80,000 in surplus, so no additional grant funds will be requested for this amendment.
Board members asked whether the MOT work would have been assumed by bidders; staff said the city’s approach was to have HNTB prepare the MOT and complete plan review before bidding so contractors would have clearer requirements at bid time. Staff said the city engineering group has tightened requirements for MOT plans on projects involving lane or sidewalk closures, which increased the consultant workload for this project.
The motion to approve Amendment No. 1 passed by voice vote.
What’s next: The amendment will be executed and HNTB will proceed with the additional work. Staff did not indicate any change to the contractor bid or project schedule as a result of the amendment.
