Lancaster County staff say Unified Development Ordinance public draft due by Sept. 30; technical meetings nearly complete

Lancaster County development staff told the Board of Zoning Appeals that the county is close to producing a public draft of its rewritten Unified Development Ordinance (UDO), with a public-draft deadline of Sept. 30 and a public comment period to follow.
Allison Harden, Lancaster County development services director, briefed the board on progress. Harden said the rewrite has gone through technical review and multiple text amendments and that the team expected to complete a technical meeting the next day and issue a public draft by Sept. 30. "The draft that will come out, the deadline is the September, September 30," Harden said. She said the draft will not be final and will be revised again after public comments are received.
Board member Mark Boland participated on the UDO committee and Harden praised his technical assistance in the rewrite process. Harden said the county's consultants and staff have prepared multiple pages of text amendments and that the draft will be available for the public to review soon after the deadline. She emphasized that the version to be released will be a public draft subject to additional comment and modification.
Why it matters: The UDO rewrite alters subdivision requirements, tree-save provisions and other zoning text amendments that will affect developers, landowners and neighborhoods countywide. Harden said the county will collect public comments on the draft and incorporate them in a subsequent revision before issuing a final document.
Implementation and timeline: Harden said a final public-draft deadline is Sept. 30 and that additional meetings will be held to address public comments after the draft is published. Board members were told a technical meeting on subdivisions and tree-save provisions was scheduled the following day.
