Grant County commissioners ratify claims, approve vehicle purchase and zoning recommendation

The board ratified claims and payroll: claims dated Aug. 11, 2025, totaling $433,299.71; claims dated Aug. 18, 2025, totaling $849,509.71; a preapproval claim dated Aug. 7, 2025, for $8,411.35; and payroll number 17 with a gross amount of $691,861.18. Each of those items was moved, seconded and approved by voice vote.
The commissioners approved administrative minutes, including executive-session minutes from Aug. 4 and regular- and special-meeting minutes from July 31 and Aug. 4, 2025.
On procurement and facilities, the board accepted a landscape design prepared by Watsons for the courthouse grounds and approved soliciting quotes for the installation based on that design. Commissioner Poling moved the motion and Commissioner Stewart seconded; the motion carried by voice vote.
Emergency Management Agency: The board approved a vehicle purchase for the EMA fleet. EMA Director Jackson presented three quotes for a replacement vehicle; the lowest bid presented was from Mike Anderson Dodge at approximately $40,005. The commissioners authorized using $30,000 from the EMA equipment fund and covering the remaining difference from a commissioners' CCD vehicle line item, coordinating the purchase with county administration. Commissioner Poling moved the purchase authorization; Commissioner Stewart seconded; the motion carried by voice vote.
Public health and grants: The board approved continuing participation in the 2025–26 Public Health Emergency Preparedness grant (a July-to-June reimbursement grant). The approval was made pending review by county counsel (identified in the meeting as Mr. Harper). Commissioner Stewart moved the approval pending counsel review; Commissioner Pulling seconded. The health department representative said the position required by the grant has been funded previously and is required if the county receives certain federal funds.
Zoning: The commissioners certified a favorable recommendation from the Grant County Area Planning Commission to reclassify a parcel from General Business to Residential R-3 (rezoning docket number 01125). The board recorded that the planning commission vote had been unanimous; the transcript cites Indiana Code 36-7-4-608 as the applicable statute for certification and explained the zoning map amendment is not effective until adopted by ordinance. Commissioner Pulling moved the certification; Commissioner Stewart seconded; the motion carried by voice vote.
Opioid settlement: The board authorized the county to sign an opioid-settlement agreement related to Purdue Pharma and associated pharmaceutical settlements so the county can continue to receive distributions. Commissioners discussed that settlement proceeds are typically split between a restricted opioid fund and unrestricted funds; exact amounts for this distribution were not specified in the meeting. Commissioner Poling moved to approve signing the agreement; Commissioner Stewart seconded; the motion carried by voice vote.
Other reports and items: Central Dispatch Director Hicks reported that dispatchers had handled roughly 4,170 police calls, 307 fire calls and 560 EMS calls for the month to date, and that the county had begun integrating four dispatch channels with AT&T FirstNet push-to-talk capability. Hicks also said the department recently hired a dispatcher and continues recruiting for two openings. The emergency-management office reported a $10,000 training-center support grant award for upgrades to the training center on Garthway Road, with the state providing additional materials valued at roughly $5,000–$6,000 and Mill Township acting as the financial agent for that grant.
Public comment: Debra Payne, identified as Center Township trustee and central area director for township trustees, urged that township email needs be included in the county's discussions about offering county-hosted .in email addresses for townships and suggested township-level addresses (for example, centertownship@grantcounty.in) to avoid frequent address changes when trustees change.
The board set its next regular meeting for Sept. 2, 2025.
