Bannock County commissioners approve routine contracts, equipment transfers and two zoning map amendments

Bannock County commissioners on Tuesday approved a set of routine items including indigent burial assistance, department equipment reallocation, interagency agreements, vendor engineering work and two amendments to the county zoning map.

In indigent services, staff presented case number 20250047, an application for cremation expenses through Manning Wheatley Funeral Home in the amount of $1,200 for a 67‑year‑old Bannock County resident. Commissioners voted to approve the cremation payment and also approved a release of lien on case number 20050147. Staff said no responsible party is available for repayment and that the applicant appeared to meet Idaho Code criteria for indigent assistance.

Joanne Agnelli of the Bannock County Extension Office requested that leftover funds be repurposed to buy two laptops for the county fair and for other extension office uses outside fair week. Commissioners said the reallocation was consistent with IT review and approved the request without a formal fund transfer process; one commissioner said, “If Adam’s approving, I’m approving.”

Kyle Bermeister, public works driver, presented a collection agreement among Bannock County, the U.S. Forest Service and the U.S. Department of Agriculture to support snowmobile grooming by contracting for plowing of parking areas. The agreement was presented with a maximum not to exceed $5,000, the same cap used in prior years; commissioners approved signing the agreement.

Staff also presented a consent to proceed for engineering and design work related to power for the new scale house. The design services were described at $97 per hour and were presented as budgeted within the scale house project; commissioners authorized proceeding with the work.

Matthew Phillips, human resources and risk management director, asked permission to bind insurance coverage for two upcoming concerts through a vendor (Nederlander) that charges per purchased or comp ticket. Phillips said the current estimate based on ticket sales was $26.42 but that he would provide final billed amounts to accounting after the events. Commissioners authorized moving forward to bind coverage for the 08/01 concert and to process final billing as a later accounting item.

On zoning matters, the board approved County Ordinance 2025‑03, Amendment No. 69 to Zoning Ordinance 1998‑1, and County Ordinance 2025‑04, Amendment No. 70 to Zoning Ordinance 1998‑1, changing the county zoning map as presented. The board also set a public hearing on the zoning map for Tuesday, Aug. 26 at 10:15 a.m.

Finally, the board approved the consent agenda and signed related documents. Several motions were approved by voice vote with no roll‑call recorded; meeting minutes show unanimous "aye" responses on those items.

Items approved at the meeting are procedural or operational in nature and were presented as budgeted or within previously authorized program caps.
